Municipal Election Information

WHAT IS A MUNICIPAL ELECTION?

Municipalities have governing bodies whereby the members are elected by the voters. Each of the 31 municipalities in Broward has a Charter which stipulates the term of the office and the frequency of the elections. Until 2004, all Broward municipalities held their elections the second Tuesday in March. These are called stand-alone elections and the municipalities bear the costs for the election.

Other municipalities have now moved their elections to the General Election in even numbered years and their candidates are listed after the other non-partisan offices listed on the ballot. Referendum questions are listed after the state and county questions. Municipalities are permitted to move their elections by virtue of the passage of special legislation.

Vote-by-Mail Ballots – As in all other elections, municipal voters have the option to vote by mail. Requests can be made to the Broward County Supervisor of Elections’ Office in person, e-mail, phone call or in writing. Click Here to request Vote-by-Mail ballot

Candidate Qualifying – The criteria required for an elected office is contingent upon the requisites of the level of the office desired. Where the candidates file their respective campaign documents and where they qualify is dependent on the level of the office. For candidates running for Municipal offices, the qualifying officer is the Municipal Clerk. All campaign documents are therefore filed with the Municipal Clerk.

§Section 1. Chapter 75-350, Laws of Florida, as amended by chapters 2004-443 and 2005-318, Laws of Florida, is amended to read:

§Section 2. For any municipal elections held in Broward County in March of a calendar year, candidates for office in such elections shall file Qualifying Documents and pay such fees as may be required by law with the applicable municipal clerk no earlier than noon on the first workday in January nor later than noon on the 7th day following the first workday in January of the calendar year in which the election is to be held.

Note: In a year when there is a Presidential Preference Primary, the municipalities scheduled to vote in March may change their election to coincide with that election.

Campaign Financing – Any information regarding campaign contributions and expenditures will be contained within the campaign files in the office of the Municipal Clerk. These files are open to public inspection and copies of the reports may be purchased.

Polling Places – Municipalities are responsible for securing the polling places for a stand alone election. They use the same facilities as the Supervisor of Elections, unless the location is not available.

The City’s Charter requires Deerfield Beach voters to approve the sale of the stated address because the value of the property is greater than $750k. The question will be placed on the city-wide March 14, 2023, election ballot for your consideration. We encourage all Deerfield Beach residents to get out and vote in the March 14th election.

HISTORY OF PROPERTY

In 1999, the property located at 1045 SW 11th way was deeded to the City along with adjacent property in the area by the Florida Department of Transportation (FDOT).

At the time, Deerfield Beach voters approved a lease of the entire property to Florida Atlantic Research and Development Authority, aka FARDA for $1.00 a year. In return, FARDA agreed to develop the property with a research and development, educational, or vocational use.

Since 2005, the lease for the property was extended seven times. 20 years later the property still sits vacant and empty.

On February 15, 2022, the City Commission voted to deny FARDA’s request for an 8th lease extension and the related proposal to build a 41,000 sq. ft. Office building with a parking lot for a payment of $3.2 million to the city. A market appraisal conducted by the City at the time valued the property at $6.5m.

The City issued a competitive solicitation, with the assistance of a broker who marketed the property nationally, to solicit proposals to purchase and develop the property. The City Commission approved a recommendation on December 14, 2022 to award the competitive solicitation to MBA Development Partners of Florida, LLC (MBA), the top ranked firm.

The proposed mixed-use project includes medical, retail, restaurant, housing, hotel, and convention entertainment center space, a parking garage to support the development, and public access to rooftop green space and walkable greenway paths.

MBA proposes paying the full appraisal price for the property, $6.5m. In addition, MBA’s proposal includes $7.5m in community contributions for improvements to surrounding parks, roadways, transportation networks, and other infrastructure improvements.
